It's so odd to see you talking about writers "getting it wrong" when YOU are getting this wrong. The Chicago Manual of Style is the writer's bible, and it dictates that the only numbers that HAVE to be written out are those in dialogue; at the beginning of sentences; round numbers; and numbers from one to a hundred. Outside of that, the digits may be used if writer choses to do so, as long as they're consistent. Some writer's chose to ignore the rules, since the written-out number is awkward in dialogue. I.e. "Call nine-one-one," but that's their choice, and hopefully someday Chicago Manual will revise that rule.
